It is estimated that 3,000 major illegal mineral oil dumping incidents take place in the European waters per year, amounting to between 15,000 and 60,000 tons in the North Sea. Most non-natural oil pollution at sea originates from routine ship operations, like tank washing and engine effluent discharges. 

In the UK, under the Merchant Shipping (Oil Pollution Preparedness, Response and Co-operation Convention) Regulations, port authorities have a duty to prepare plans to monitor and clear inshore oil spills. Until now, continuous local area monitoring of marine operations has not been economically viable, resulting in passive, post incident detection with clean-up costs borne by the Port Authority.
